DoD’s Software Modernization Plan: Accelerating Cloud Adoption and Establishing a Software Factory Ecosystem

The DoD Software Modernization Strategy calls for bold leadership and transformation of technology, process, and people to deliver resilient software capability at the speed of relevance. The DoD Software Modernization Implementation Plan is the follow-on call to action, aiming to establish capabilities that simplify software delivery mechanics and prioritize tasks for FY23-24. The plan includes a flexible oversight foundation with a Senior Steering Group, task planning and management integrated with the DoD CIO budget certification process, and progress assessment using Digital Modernization Business Health Metrics. Success in implementing the plan will enable DoD to fight and win on the future battlefield by delivering resilient software capabilities rapidly and securely, requiring bold leadership, collective effort, and passion for a software-empowered DoD.

The FY23-24 tasks are organized based on the goals of the DoD Software Modernization Strategy. They are not listed in priority order and are subject to change. The tasks are grouped into three main goals:

Goal 1: Accelerate the DoD Enterprise Cloud Environment

  • Increase adoption of enterprise-approved clouds
  • Award the Joint Warfighting Cloud Capability (JWCC)
  • Mature cloud service brokering functions
  • Provide cloud edge capabilities
  • Develop the OCONUS Cloud Technical Design
  • Pilot the Joint Operational Edge (JOE) concept with the joint community
  • Expand on-premises cloud to the tactical edge
  • Modernize cloud environment for security and networking
  • Evolve Boundary Cloud Access Points (BCAPs) to a Zero Trust architecture
  • Establish the Defensive Cyberspace Operations (DCO) capability
  • Operationalize DCO with the CSSP community
  • Modernize cloud endpoint security

Goal 2: Establish Department-wide Software Factory Ecosystem

  • Optimize and increase adoption of software factory ecosystem

Goal 3: Drive Adoption of Platform One and DoD-wide DevSecOps Practices

  • Expand and mature Platform One to serve as the DoD-wide DevSecOps platform
  • Expand and mature the DoD DevSecOps community of practice
  • Develop and deliver DevSecOps training and education
  • Establish a DevSecOps certification program

These tasks aim to accelerate the adoption of cloud technologies, establish a department-wide software factory ecosystem, and drive adoption of DevSecOps practices across the DoD. They are expected to be tracked and reported through various processes and forums, with the Office of Primary Responsibility (OPR) leading the coordination among supporting organizations with roles and expertise (Office of Collateral Responsibility or OCR) for each task.
