Norges Bank Supports Proposed Changes to Public Records Act, Public Regulation Act, and Archive Regulation Act

Norges Bank has submitted its consultation response to the Ministry of Justice and Public Security regarding proposed changes to the Public Records Act, Public Regulation Act, and Archive Regulation Act. The proposals aim to allow for exceptions to public access for journal entries and references to internal documents.

The bank supports the proposed amendments to the laws and regulations, and expects that these changes will not impact its current practices. Norges Bank will continue to have the discretion to determine the extent to which internal documents are recorded in accordance with existing regulations. Even though these documents may not be subject to mandatory journaling, they still fall under the archiving obligations outlined in the regulations.

Norges Bank agrees with the ministry’s assessments and supports the measures aimed at clarifying the rules surrounding journaling and accessibility of internal documents.
