EU President outlines core elements of a Ukraine peace plan

In a statement on 23 November 2025, EU President Ursula von der Leyen described the main components of a credible and sustainable peace plan for Ukraine. She stressed that borders cannot be altered by force, that Ukraine must be allowed to maintain an armed force strong enough to defend itself, and that the European Union must play a central role in securing peace. Von der Leyen said Ukraine’s choice of a European destiny will be supported through reconstruction, integration into the EU single market and defence industry, and eventual accession. The president also highlighted the need to return every child abducted by Russia and announced a summit co‑hosted with Ukraine and Canada to prioritise this issue. The EU will work with Ukraine, member states, the Coalition of the Willing and the United States to move toward peace.
