FRA Takes Part in Warsaw Seminar on ‘Safe Third Country’ Concept

The European Union Agency for Fundamental Rights (FRA) contributed to a Warsaw Human Rights Seminar on the ‘safe third country’ concept on 17 November, organised by Poland’s Ministry of Foreign Affairs. The seminar, part of the EU Pact on Migration and Asylum, examined how the concept links to planned return hubs and how it intersects with human rights protection, legal frameworks and political contexts of migration and asylum. Participants included staff from Polish ministries, the Deputy Ombudsman, diplomats, EU Commission and agency representatives, international organisations, lawyers, NGOs and academics. Over 100 attendees discussed balancing state duties—such as law and order and national security—with safeguarding the rights of people on the move. FRA’s presentation was part of its broader work to support implementation of the EU Migration and Asylum Pact.
