ECA to Audit EU Agriculture Funding in Outermost Regions

The European Court of Auditors will examine how EU funds support agriculture in the Union’s outermost regions. A special report, due at the end of January 2026, will assess the management of the Programme for Options for the remote and insular outermost regions (POSEI) from 2019 to 2023. The programme delivers about €653 million per year, backing local farming—including banana, dairy, and sugar cane—and securing supplies of essential goods for residents of French, Spanish and Portuguese territories such as the Canary Islands, Martinique, the Azores and Réunion. POSEI, created over 30 years ago, added banana support in 2007, nearly doubling the budget; since 2010 the rules have remained largely unchanged. The audit will review whether the funds meet local needs and suggest improvements. Findings will be published on the ECA website.
