From mid‑January 2026, the European Court of Auditors will issue a series of opinions on the European Commission’s proposals for the EU’s 2028‑2034 multiannual financial framework (MFF). The proposals cover ten areas, including Horizon Europe, the European Competitiveness Fund, the Common Agricultural Policy and Global Europe, with a total budget of almost €2 trillion over seven years. The Court will assess the financial soundness of each proposal, identify risks and lessons learned, and provide independent advice on governance, performance and accountability. The first two opinions will address research and innovation, covering the €409 billion ECF and Horizon Europe programmes, which represent more than 20 % of the total MFF. The remaining opinions will cover areas such as EU own resources, cohesion funds, and the Union Civil Protection Mechanism. They will be published on the ECA website in the first trimester of 2026 for the Council and Parliament to consider.
