Council of Ministers Ratifies Ordinances on Security, Energy, Credit and Financial Services

The French Council of Ministers met on 5 January 2026 to approve several legislative measures. The council ratified the ordinance of 10 November 2025 extending provisions of the 11 August 2025 law that facilitates the retention of convicted persons considered a high risk of recidivism in overseas territories such as Saint‑Barthélemy, Saint‑Martin, Wallis and Futuna, French Polynesia and New Caledonia. It also ratified the ordinance of 14 October 2025 that transposes articles 7, 26 and 27 of the EU directive 2023/1791 on energy efficiency, setting rules for public procurement and heat‑network performance. The ordinance of 2 December 2025 on consumer credit was ratified as well. Finally, an ordinance on the remote marketing of financial services was presented, modernising consumer protection in digital contracts. The council adopted several individual appointments and administrative changes.
