EU Customs Operation Finds Majority of E‑commerce Parcels Non‑Compliant

A new EU‑wide customs operation found that most e‑commerce parcels sent directly to consumers from third countries do not meet EU product safety rules. In a priority control area audit of 20,000 toys and small electronics, more than half were non‑compliant and laboratory testing showed 84 % were dangerous. Customs refused an average of 13 items per million products released in 2024 because of non‑compliance or serious risks. Small consignments now make up 97 % of shipments, a volume that traditional controls cannot adequately manage. Member States will replace the exemption for parcels under 150 € with a flat 3 € duty per item from 1 July 2026, and a customs reform will shift responsibility to online platforms and sellers.
