Eurostat Announces New HICP Methodology

Eurostat announced that from 4 February 2026 several methodological changes will be applied to the Harmonised Index of Consumer Prices (HICP). The index will be compiled using the new European Classification of Individual Consumption According to Purpose version 2, which aligns with the United Nations’ COICOP 2018 classification. Games of chance will be counted as part of recreation services under the recreation, sport and culture division. The reference period will be updated so that 2025 is the base year with a value of 100. A flash estimate of euro‑area annual inflation for December 2025 is 2.0 %, a slight decline from 2.1 % in November. Services are expected to register the highest inflation rate at 3.4 %, followed by food, alcohol and tobacco at 2.6 %. Full HICP data for December will be released on 19 January 2026.
