Federal Reserve Establishes Insurance Policy Advisory Committee

The Federal Reserve Board’s Insurance Policy Advisory Committee (IPAC) was created in 2018 under section 211(b) of the Economic Growth, Regulatory Relief, and Consumer Protection Act. IPAC advises the Board on international insurance capital standards and other insurance matters. The committee currently includes 24 members from academia, insurance companies, law firms and consulting firms, such as Ralph Blanchard of the American Academy of Actuaries, Elizabeth Brill of New York Life, John Golden of Apollo Global Management, and others. The Board publishes minutes of IPAC meetings, with recent sessions from 2025 and 2024 available online. The committee’s work is part of the Fed’s broader effort to support a safe, flexible, and stable monetary and financial system.
