EBA Launches Consultation on Climate-Related Systemic Risk Buffer Amendments

The European Banking Authority (EBA) has initiated a public consultation on draft amendments to its Guidelines on sectoral exposures subject to systemic risk buffers. The revised guidelines aim to enhance the use of systemic risk buffers in addressing climate-related risks, including physical and transition risks. Key changes include refined sectoral and geographical classifications to better identify vulnerable exposures, as well as incorporating lessons from Member State implementations. The consultation period ends on 30 April 2026. A virtual public hearing is scheduled for 9 April 2026. Comments will be published unless requested otherwise. The amendments are based on Article 133 of the Capital Requirements Directive (EU) 2024/1619. The consultation paper is available for download.
