EU Launches First Voluntary Carbon Removal Certification Framework

The European Commission has adopted the first set of methodologies under the carbon removals and carbon farming (CRCF) Regulation to certify permanent CO2 removal activities. These rules cover direct air capture with storage (DACCS), biogenic emissions capture with storage (BioCCS), and biochar carbon removal (BCR). The framework aims to establish clear standards, combat greenwashing, and support climate innovation while advancing the EU’s 2050 climate neutrality goal. Certification for projects using these methods will begin in months, with a delegated regulation expected to enter force in April 2026. The EU also plans additional methodologies for carbon farming and bio-based construction in 2026. A Buyers’ Club will promote voluntary market participation, alongside support from the European Innovation Council and Innovation Fund. The methodologies, developed with an expert group, ensure environmental integrity and transparency in carbon removal practices.
