Finland’s Basic Education Enrollment Declines 2% in 2025

Finland’s basic education enrollment fell by 2 % in 2025, according to Statistics Finland. The country recorded 537,000 students in grades 1–9, down from 549,000 the previous year. In pre‑primary education there were 47,600 pupils. The first‑grade cohort started 50,100 children, while the ninth‑grade cohort had almost 63,000 learners. Thirty‑two percent of pupils came from Uusimaa, and 42 % were home‑educated, amounting to 950 students. Adult basic‑education enrollment reached 9,400, 44 % from Uusimaa, with 3,900 in the initial phase and 5,600 in the final phase; 88 % of these were foreign‑born born abroad.
