Temporary Employment Declines in Finland in 2025

In 2025, Finland saw a decline in temporary employment, with 346,000 temporary workers—24,000 fewer than in 2024. Of the 2,276,000 total employees, 1,929,000 were in permanent contracts, 85 % of all jobs, while temporary contracts made up 15 % of all jobs. The share of temporary contracts fell from 16 % the previous year. Male temporary workers numbered 142,000, down 12,000, and female temporary workers were 204,000, also down 12,000. Temporary employment was more common among women, with 18 % of female workers on temporary contracts versus 13 % of male workers. Sixty‑four percent of temporary workers reported a lack of permanent jobs as the reason for their temporary status.
