Spain and Senegal Upgrade Bilateral Relationship to Strategic Partnership

On March 26, 2026, Spanish Prime Minister Pedro Sánchez welcomed Senegalese President Bassirou Diomaye Faye in Madrid. The leaders signed a Joint Declaration upgrading Spain‑Senegal relations to a Strategic Partnership, the first such agreement with a sub‑Saharan partner. Five memoranda of understanding were signed on Spanish language teaching, underwater cultural heritage, fisheries, tourism, and cooperation between ICEX and Senegal’s investment promotion agency. The agreement also reaffirmed the success of a 2024 circular migration programme that placed 560 agricultural workers in Senegal in 2025. A new Partnership Framework for Sustainable Development, aligned with Senegal’s Vision 2050, was launched, providing an initial €180 million budget through 2030. Both sides pledged to deepen trade, investment, and cultural ties.
