Since March 2025, Norway requires that all vehicle lessees be registered in the Vehicle Register. From the 2025 statistical year onward, vehicles with registered lessees are counted in the lessee’s municipality or county, rather than the owner’s. Consequently, changes in road‑traffic volumes reported for 2024 and 2025 include both real shifts in travel and the reallocation of leased vehicles. Total road‑traffic volumes rose from 45.6 million km in 2024 to 46.2 million km in 2025, an increase of 1.3 %. Passenger cars grew by 1.8 % to 36.1 million km. Buses and vans saw modest changes of 0.8 % and –0.5 %, while heavy lorries fell 1.2 %. Average distances per vehicle also shifted slightly, with passenger cars averaging 11.3 km more. The national total is unaffected by the registration change.
