EU Survey Finds One in Four Europeans Victims of Online Fraud

According to a survey by the European Union Agency for Fundamental Rights (FRA), one in four Europeans has experienced online fraud. The study surveyed more than 26,000 respondents across the EU in November 2025. It found that 24 % of participants were deceived through instant messages or e‑mail, leading to money transfers, payments for fake goods or services, or the disclosure of personal data. Victims in the 25‑39 age group were the most affected, with 30 % reporting fraud. Among victims, 35 % bought counterfeit goods or services, 25 % were tricked into transferring money, and 20 % fell victim to investment scams. Only 15 % reported the incident to the police. The findings are intended to inform the EU’s Online Fraud Action Plan and future victim‑rights strategy.
