European Commission releases first Startup and Scaleup Scoreboard

European Commission released the first European Startup and Scaleup Scoreboard (ESSS), a report that measures the performance of 27 EU member states in fostering startups and scaleups. The scoreboard, based on 36 indicators covering 2020‑2025, shows that 20 of the 27 countries improved since the 2020 baseline year. Leading performers include Estonia, Sweden, Finland, the Netherlands and Denmark, which score 40 to 60 percentage points above the EU average in most indicators. Estonia tops early‑stage venture funding, Sweden leads in unicorns per capita, and Finland links high R&D investment to patent activity. Countries such as Greece, Latvia, Bulgaria, Slovakia and Romania lag behind, scoring 30 points below the EU average, mainly due to limited late‑stage funding, regulatory delays and talent out‑migration. The findings will inform forthcoming EU initiatives such as EU Inc., the European Business Wallet and the EU Visa Strategy.
