GTR Services Transfer to Public Ownership Under DFTO

From 31 May 2026, the government’s rail owning group, DfT Operator Limited (DFTO), will assume management of GTR services operating as Thameslink, Southern, Great Northern and Gatwick Express, transferring them into public ownership. DFTO, part of the Department for Transport’s flagship public‑ownership programme, will bring all DfT‑managed and privately‑owned train operators under a single umbrella ahead of the creation of Great British Railways (GBR). Eight out of ten passenger rail journeys that GBR will ultimately oversee are already delivered by publicly owned operators under DFTO. The move is intended to focus on passengers, improve service quality, enhance performance, and prioritize safety, sustainability and employee empowerment. For further details see the Department for Transport press release.
