EU Commission Unveils Tech Sovereignty Package to Strengthen Digital Autonomy

The European Commission today announced the European Technological Sovereignty Package to strengthen the EU’s capacity in semiconductors, AI, cloud services and open‑source software. The package includes two legislative proposals – the Chips Act 2.0 and the Cloud and AI Development Act – and an Open Source Strategy plus a Strategic Roadmap for Digitalisation and AI in the energy sector. The Chips Act 2.0 aims to build capacity for chips, speed up permitting and support investment in AI‑related components. The Cloud and AI Development Act plans to triple data‑centre capacity and establish a common EU framework for assessing cloud and AI sovereignty. The open‑source strategy will expand European alternatives in key areas and encourage their use in public procurement. The roadmap seeks to integrate data‑centres into the energy grid sustainably and promote smart‑meter roll‑out. Commission President Ursula von der Leyen said the package will protect citizens, defend interests and enable Europe to make its technology choices.
