Regulator of Social Housing launches evaluation of consumer regulation reforms

The Regulator of Social Housing (RSH) has announced a two‑year independent evaluation of the consumer regulation reforms introduced in April 2024. RSH has engaged a research consortium made up of RAND Europe, Shared Intelligence and the Cambridge Centre for Housing and Planning Research to conduct the study. Researchers will consult a wide range of landlords, tenants and other stakeholders to assess how the new standards, set out in the Social Housing Regulation Act 2023, have affected social housing tenants and landlords across England. The evaluation will also review RSH’s programme of landlord inspections. Findings will be compiled into a final report, expected in 2028, to inform future regulatory decisions. Participation is encouraged by RSH, and individual contributions will not be used for regulatory enforcement.
