EU Implements New Steel Protection Rules

A new European Commission regulation to protect the EU steel industry from global overcapacity will take effect on July 1, 2026. The implementing regulation allocates tariff‑quota shares to trading partners, using a transparent methodology based on criteria set in the EU’s Steel Regulation. Half of the 18.3 million‑tonne annual import quota is reserved for preferential trading partners, while the other half is available to all partners without discrimination. The system also imposes a 50 % out‑of‑quota duty on 26 categories of imported steel. The measure aims to reduce market distortion, safeguard jobs in EU steel production, and provide companies with a predictable market environment. The Commission will review the quotas through the normal comitology procedure later in 2026.
